its not a stupid question, i was new to it at one time too.

1. Google "Fusion Genesis Emulator"

2. Google "Sega CD bios" and download a package of the japanese, american, and european bios so you can play all games.

3. Find your Sonic CD rom! extract the iso or whatever into a memorable place

4. Configure Fusion to know where the bios files are

5. Click File>Load Sega CD Image and find the iso of Sonic CD

6. BAM!
