can you scan art on to adobe photoshop and color them?

my scanner leaves a grey background not black, do you know why? is it just that mine's a cheaper one?

@astaschak It is because of the background light. Just turn the lights in the room, your moniter and any other sources of lights off. Try to make the room as dark as possible.
