You are correct. Lightning has nothing to do with a storm's severity. The criteria for issuing a severe thunderstorm warning is, 1) winds in excess of 58mph, or 2) 1" diameter hail.
I have a question, since you're a meteorologist. So many people believe that Severe Tstorm Warning are issued for the frequent lightning. Isn't the only reason a STW is issued is for damaging wind and hail?
