You can change moves during battle with this item equipped, however, you will need to switch out the pokemon equipped with Choice Specs. Choice Band is the same but instead of increasing your special attacks by 50%, you increase your attack by 50%. This is the same with Choice Scarf but instead you increase your speed by 50%. Sorry if this is confusing. I'm still a kind of a noob.
