But a lot of random violence, like on trains, where a 'black' man would open fire and kill indiscrimenently, was actually commited by white police in disguise. some of them would come back later as the white detectives 'investigating' the crimes. (marinovich writes about this in his book.) the purpose, as i understand it, was to make aparthied look necessary for safety.
