The requirement of 30 gallons is correct. Not only for space for the fish to swim, but bioload requirements, the more fish you have in a tank, the heavier the bioload and more poluted your tank will get at a quicker rate. The bacteria that breaks down things in the tank can't keep up with a high bioload in a small tank. The fish will eventually die if not taken care of properly.

No. All freshwater puffers (like dwarfs) are warm-water, or tropical, fish. Goldfish are cold water. A puffer would require a heater, while a heater would make it too hot for the goldfish. If it's too hot for the goldfish, the goldfish's metabolism will be too high and it's lifespan will shorten. If the waters too cold for the puffer, it will die quickly from a slowed metabolism. Plus goldfish eat anything they can fit in their mouth.

i would keep the dwarf puffers in a species only tank. they really do eat everything. i've tried tetras because they're fast swimmers, but the puffers can still find/catch them... and i have a pretty well-planted tank. the only fish i've successfully kept with them are otocinclus. for some reason, the puffers don't attack them.
I had mine with ottos, some khuli loaches and a couple of kribensis (already quite large). 2 puffers killed my third but after that it was a very peaceful setup.

@minipancho94 Also Mini, DP's aren't brackish, they're full on freshwater fish. :) Too much salt actually is bad for them! It's okay when treating ich or something, but for the most part they prefer fresh and will live longer that way, too.
Dwarfs are freshwater, and they would become snacks for gsps and f8s because they're so small. I wouldn't even recommend keeping f8s and gsps together.

I have a 75g tank and I can safely get by with 20~26 DWARF puffers.
Google AqAdvisor. Its a calculator that will tell you what you can and can't do with your tank.

Dwarf puffers generally do best in tropical freshwater. Green and Figure8 puffers thrive in tropical brackish water.
