@thebearjew74 then just go to Windhelm then to the Aretino Residence go in and you should find him there doing some freaky stuff with a skeleton and there u go

@fowieman it dpletes the life total of the thing you used it on without you having to attack it

@fowieman this shout makes opponents armor/defence weaker so it's easier for you to kill them. It's like leveling down opponents.
