1. You can't evolve donphan, so im guessing you mean phanphy?

2. If you got your phanphy on fire-red or leaf-green, phanphy and donphan arnen't technically part of the kanto pokedex. The game dosent know what pokemon it will evolve into, unless you have the national pokedex which will let them evolve. So, beat the pokemon league and just give Oaky boy a call ;)

it takes a while to get 1. just keep on battling in a area u want the shiny and it will appear. i did this once to vulpix and after 3 hours i got shiny vulpix.

That is a Shiny Phanpy, not a regular, it is just a lighter color. It is impossible to get a Shiny if the Pokemon before it wasn't. Nice Shiny Donphan! :)
