Yes, infact sometimes they are. That's why any reasonable person will have their film or whatever they are using analyzed by a photo expert. Sometimes they end up being what you said, (dust, moisture, etc.) and other times the photo expert cannot pass it off as mere "dust". In the end, not every orb you see is energy, but there are times when photo analysts can't conclude what an orb is. There has already been documented video explaining the details of this.
