Wonder if The Master would've seemed QUITE so insane in the last two Doctor Who episodes if he hadn't had the bleached blonde hair.
Here he doesn't seem insane as such, more arrogant in an over-the-top sort of way... I think to have a villain who's simply "insane" is a bit of a cop-out, insanity becomes a reason in itself and the writer doesn't need to give them any further motivation... (Heath Ledger's Joker excluded, of course.)
The Master's been insane all along, from Roger Delgado through to John Simm as a result of him looking into the heart of the Time Vortex as a child. Of course he's also extremely arrogant as he believes himself to be the Multiverse's rightful ruler. After his ressurection is foiled by Lucy Saxon and he's reduced to a pitiful, decaying wreck (but with lightening powers!), his massive ego is badly bruised which drives him further into depths of insanity.
I borrowed series three from my library. I requested it through their website but you can also request by calling and asking. Libraries will usually borrow from other libraries for you and sometimes (if there's demand) even add the material to their collection.
