Actually, it's not an entirely new idea, though it's a good idea of course. A themepark in the country where I live (Netherlands, themepark is called the Efteling) has a large fat fairy tale character with a wide open mouth as a dustbin. It keeps saying 'paper here!' (well, in dutch of course) and when someone tosses in some trash through the mouth, it will say 'thank you!'. It was implemented many many years ago, and really solved the littering problem.

Hmm, this might work, at least in the beginning. If you put these trash bins in a city or in an area that doesn't have a lot of tourists, people would eventually get used to these "funny things". It would probably work best in areas where there come a lot of new people. Such things as these are only fun the first few times, then you get used to it.

I have actually seen a teen boy leaning against a bin, and drop his rubbish right at his feet, instead of making that killer effort to turn around and then drop his rubbish.

The employees of Efteling - Netherland's biggest theme park - realized the same thing 40 years or so ago and created their garbage bins in that way, that they thanks you if you throw something inside. Result is, that the area sorrounding the garbage bins are very clean and tidy.
