Jim Cummings has voiced over 100 cartoon characters, including Tigger, Pooh, Dr. Robotnik from Sonic SatAM, Pete from the Mickey Mouse universe and sang "Be Prepared" as Scar in The Lion King. I'd say that he's by far one of the most versatile voice actors out there.

I think this episode, along with other Animaniacs shorts like these, are intending to pay tribute to those old Disney cartoons where Sterling Holloway did the narrations. Examples include "Peter and the Wolf," "The Little House," "Ben and Me," "Lambert, the Sheepish Lion," and "Goliath II."
