I agree some asian horror film are inspired by ringu and I admit sigaw has it's share. But FYI before ringu was realesed philippine horror films already has this kind of background in other words were already using this bloody scare tactics your saying since the 80's the only difference is that past filipino horror films on those era focus on Mythological creatures like Tikbalang and Aswang to do the scare and gore. Sigaw however is more urbanized and more to reality.

The original filipino movie of this is called "SIGAW" which means "Scream" in English.. Where did the effin "the Echo" came from? lol
