Does this apply to criminals in black(cops) that use their computer while driving? Will I be able to give a citizens ticket to the criminal in black that texts or uses their computer while driving? I've heard a lot of reports of people seeing cops drift into the other lane because the criminal in black was using their computer while driving. It's amazing that there hasn't been any wrecks yet because of this.
