Is Asphyxia really Nora? The locket didn't get absorbed like it did for Joey's and Scarlet's objects. Also, Scarlet seemed to choose how to deal with her victims, whereas Asphyxia attacked Wheeler who was innocent and hadn't killed any of the children. Then again, maybe that's why she let him live, maybe she had thought he was someone else (like you or Halloway). Either way, some bosses (certainly Amnion) could merely be the murderers' tormentors, rather than the children reincarnated.

@927541 Something even more interesting to add could be that if the children came back as tormentors Judge Holloway didn't have to face Nora because she had no guilt for her actions. Which leads to a deeper fact that perhaps Bartlett and Fitch couldn't stand their guilt resulting in their deaths, whereas Alex took responsibility for what happened which led Amnion to allow Alex to put things right with Josh and for Josh to show that, unlike the others, he forgives his "killer" for his death.
