If by intelligence, you mean self - realization & the ability to ask " Hey, who am I ? What is my purpose ? " then no, they're clearly not intelligent. They're just running a bunch of programs. By intelligent I mean that and the ability to make decisions. The US army already has a robot named SWORD which is on it's way to becoming the grandfather of terminators. Japanese robots are an example of style over substance. They're just fancy marionettes.

Interesting. Their robots are designed to be either 1. ) Assembly - line functional, as in automobile asembly - line work, or 2.) cute, clever P.R. machines. I don't think there's much grey area as in making them functional AND aesthetically pleasing. If you put HRP 4 - C in an assembly line environment, even w / proper programming, she / it would be a pile of plastic & metal parts & circuit boards at the end of the day.

One such " robot " has been used by some guy as the interface for his home automation system ( security system, lights, energy management. ) HRP 4 - C isn't that aesthetically displeasing, except for having unusually large hands.
