@GortonMichael In Gold/Silver/Crystal it is possible to go to Kanto region after completing the 8th Gym, to get the Elite 4 down and eventually beat the Kanto Gym Leaders, so, 2 Regions. Hoenn is not as big as the two, but hey, Hoenn is huge, there are only 2 big cities in Kanto + Johto. In Hoenn, there are 3 or 4... Also, lots of non-Gym cities (5 I think?), and that's only half! Water is almost 1/2 of Hoenn! It's by far the biggest region released, almost as big as both.

Think it's actually the biggest of all regions in Pokemon. But, Contests, Battle Tents, the Trick Master, Battle Frontier, and legendaries that do something apart from standing still - they have a story, instead of sleeping in a cave only - compensate the size diff. And the E4 stay in a city. Those features make R/S/E as good as G/S/C ;)

Also, the E4 and the champion are just cooler in a remote location.

Don't get what you mean by the legendaries though. The ones in Johto and Kanto had backstories, and the beasts roamed around.
