The difference is that cellulose does a much better job of stopping air flow through the stud cavity than fiberglass does. If air can't get to the studs or drywall paper they won't burn.
Since drywall has paper on it, the paper on the insulation is a mute point. Until that is changed. Plus the studs catch on fire pretty well on their own. Both seem good to use.
