I recommend using Dusk Balls and Heavy Balls...wow that can be used the wrong way. But aside from dirty jokes, both are great capturing tools for Lugia. It is a pain in the ass, but worth it in the end :) Lugia is my third favorite legendary. Raquaza and Mew are still my all time favorites!
