It's at the air force base near the airport. You can also collect all the hidden packages I think and get it. If you get it out of the air force base be prepared for one hell of a fight.
go and get the cops uniform from the cops station and go to the military base and steal it from there the uniform is for so the army don't shoot u when u go in the base :)
