Try using a mac paint pot,as a primer i find those help alot, or try too faced shadow insurance , if you dont have those maybe go to a counter and try using them or ask for a sample . Also try setting with shadow over top like if you use a black liner use a black or dark eye shadow over top to set it!
Do you use a primer? If not, if the eyeliner is even slightly greasy it won't have anything to grab onto and will choose your crease. Also try setting it with a bit more shadow - and smudge the shadow as you apply it. A clear makeup sealer would also work.
