This was done back in the early 80's by a Karate guy. He actually did it on a road and the car was going anywhere from 60 - 70 miles per hour. They practiced many times by him jumping on the side as the car went by.

I also had a friend try it against my car and he hit the back of the fin on my car. He cleared it until the fin. Hurt his leg. We were pulling into parking lot and he just starting running at my car. I thought he would get out of the way :)

Actually, it's conceivable that someone could do it, but the car would have to be moving very fast, and their timing would have to be absolutely flawless. That said, there's no chance in fiery Hell that Kobe actually jumped over a car.
