If I burnt someone's apartment down I would pay for a guy to come in and give me and the owner a quote. Then try and work out what we can get back in insurance and pay all of the damages off so it was as good as before if not better. If I could not afford it I would help repair damages with her permission and ask if I could pay her back gradually.

Regardless of whether or not the guy had insurance, the 14yo caused the fire and so therefore should pay. Why oh why should an innocent victim have to lose his property through no fault of his own.
That's like saying "you didn't lock your car door so who can blame a thief for stealing it?" err....you blame the thief....Insurance is hardly the point, certainly not the moral of the story anyway.

If I burnt someone's apartment down I would pay for a guy to come in and give me and the owner a quote. Then try and work out what we can get back in insurance and pay all of the damages off so it was as good as before if not better. If I could not afford it I would help repair damages with her permission and ask if I could pay her back gradually.
I don't see why it would ever need to go to court if people were just smart about this crap.

@TokerMate Wish it would have worked like that. The family bolted outta there and I basically had to stalk them to find them. Fire Department, Police Department, leasing office....NOBODY gave me a name or number! Thankfully I ran into a couple people to hook-me-up. But it went nowhere when the judge went their way cause it was "an accident"
