It's called a Tin Whistle. Specifically Irish Tin Whistle. I'm not sure what key it's in but my best guess is that it's a D Key.

True that. It's a low D whistle which means that it plays a 2-2 1/2 octave range in the D Major scale. It can play other keys as well, but most songs written for it don't have notes outside the scale it plays naturally.
