Just starts that way.. has been some time since I've played it, but you start with roughly 75% I guess, and you may gain some in the beginning as the first stage starts and between stages all depending on character choice/stage selection or something.. I forget.
This game has such great presentation (music especially, and visuals too of course). The voice acting could use some work though.

I used to play the arcade version but that made it harder. You couldn't move and shoot in different directions.
