This is all about the upcoming election. He's trying to take credit for legislation that will appeal to veterans because he's going up against a decorated war veteran, a true patriot. Virginia has lots of military. Allen knows he can get away with it. How's anyone going to prove that he stole the legislation? The MSM isn't going to challenge him.

Just some background, Durbin and his staff wrote an amendment. They printed and distributed the amendment and put it on the official Dock of the Senate. Allen asked permission to speak before Durbin and introduced the exact same legislation as his own (he changed one word). Allen's amendment (I shudder to call it his) was not on the dock and there is no evidence it existed before he got Durbins.
