I thought the Soviet Union's cultural bigwigs were totally opposed to jazz. I am amazed that the jazz idiom was so well understood by the band.

The Soviet Union probably didn't care as long as they could play jazz better than the Americans

I think when Kapustin composed this tune it was Khrushchev years, the art scene was comparatively relaxed than the Stalinist years.
