It's probably a bad time to be strengthening ties with the USA since the US economy is about to completely tank into a depression. He should be looking at closer ties with China and more trade with China, he should also find a way to solve the problems with North Korea because the USA will not be able to afford to keep troop much longer. So taking a hard line now would be a stupid thing to do. Talk peace come to an agreement and move on. I live in South Korea it is so influenced by the US

It depends what you mean by "strengthening ties with America." If it means acting together in treaties and military ties to increase world government or oversight from either government, it is bad. If it means decreasing customs duties/tariffs and streamlining travel between the countries, that would be great.

I think you also need to consider the history of missionaries into Korea, which in effect is another form of colonialism.
