There is no claim here to have run a car on water, of course... but the principle behind engine-generated hydrogen-enrichment is flawed, earning one 'pioneer' a costly lawsuit only recently.
Interesting idea; using power from the engine to 'split water', producing hydrogen with which to enrich the fuel. I can only imagine this being at greater cost to mileage than otherwise claimed.
Perhaps I'm way off base, but the contradictory title and lack of info prompts only guesses and scepticism.
