Somebody else can probably explain it better, as I'm not quite that knowledgeable about how these things work. The SC in SCRAM stands for Supersonic Combustion. It's not a rocket, however. It's basically like a supersonic jet engine which uses the oxygen in the air, vs. a rocket engine that depends on loads of fuel for it's thrust.

A 'scramjet' is a version of a 'ramjet' that has the airflow at supersonic speed through the whole flowpath. There are no moving parts - the air is compressed by the ramp-shaped forebody of the airplane. The rocket booster on the back was to bring the airplane (the black part that separates from the front) up to a speed where the scramjet could start operating. An operational version would have 'regular' turbojets do that function, but a rocket was cheaper for the experiment.

Actually Canadians seemed to deign and build most of the British Designs. i.e. Avro Arrow. So, I guess you should say GO CANADA!! Ha. Oh, and yes most of the designers and engineers went to the states when the Arrow was scrapped by the Canadian Government - it was a big boost to their aircraft industry creating the f4 Phantom the SR-71 etc. Ask any American aircraft engineer of the time and they will be able to tell you about a Canadian who worked with him. Btw the Mirage was just an Arrow.
