The idea here is that community organizations should not be discriminated against on the basis of religion. That's a good thing! I don't belong to any religion, but I can get behind careful partnership with groups without regard their their religious affiliation, especially when they're not allowed to proselytize or to be religiously choosy about who they help or hire.

The national Democratic party should have never abdicated the discussion about religion and faith. That gave the Republicans the entire stage nationally for years on this subject. Because of that, Republicans have made religion only about gays and abortion. Never is poverty and economic fairness and other issues discussed. I don't know. It seems to me like an inefficient way to solve problems. Like a lot of money going to figuring out how to make organizations that have different issues and some things that are nearly fundamentally incompatible to be able to work together withhout violating those important separation issues you cited.
