no it does not. valve haven't updated the xbox version because microsoft wanted them to charge for the content of the updates. (around 9 or more new content updates for free on pc).

in other words no new weapons for xbox, nor comunity weapons, nor hats, nor payload, nor king of the hill, nor arena, nor highlander, nor taunt kills

They can't do it because the WHOLE TF2 file on the computer is 7.7 Gigabytes of Memory. I think the 360 only has 8 gigabytes of memory total.
