Well, some patching programs (like Lunar IPS) do not support IPS files larger than 2 MB. Chances are you will have to find a different patching program due to the sheer size of the Vips.
Did you try to expand the ROM using Lunar Expand first? 'cause typically when you have a very large IPS Patch like that, you need to expand the SMW ROM. Hope that helped. But Lunar IPS will patch it to the ROM successfully if you expand the ROM first. (Unfortunately I don't know what setting you'd have to expand it with, but maybe that'll point you in the right direction...)

If an IPS patch is too large, then a ROM will give you that error, by expanding it, you make it so larger IPS's can be patched to the ROM.
