What you are describing is the Islamic groups,(Al-qaida, Hezbollah, Taliban and so on) but the afghan army got some tanks, helis and uses AK-47 as standard weapon. (you have probably right they can't shoot) But most of their hardware was lost in war in the 80's and 90's with Israel.

They got their new armours early in 2007, they are buying their gear and equipment from US and they are using the same equipment as them.
They are driving around in Humvee's, tanks, helis, APC's and got the same system as ordinary armys. (Ranks, special-forces, training)
Their forces are using weapons like M4, benelli's, M1A1, Hercules, FAL's, M24, M21.
Most of the gear they are using now is old US equipment that they have replaced

No they aren't training the soldiers as good as your own, but that's because of the condition and the availability in Iraq.
The only place they can train, are in camps, at the shooting-range and in the "nature".
Their economy is starting to grow again and it's actually better now, than in 2002.
Believe it or not, bush gave them a better country than before.
