It could be the sea or a petri dish - there's no story or anything to tell you about it. You just move these guys through levels, eating food and trying not to get eaten. It's very relaxing.
I think I remember reading that it was based on the 'dog-eat-dog' world of organisms in the sea, or something similar to that. But I agree, the game is very relaxing.
I always referred to that one as the dolphin.
