Really? That's crazy!! What?? I'm not really sure what he is saying. I guess i haven't internalized my externals well enough? Why the double speak? Speak English!!! what he is saying is that we can't have european diesels because californias emission standards are to high for the wrong reason. there is 15% more emission increase but a 30% increase in fuel economy. so the emissions standards are limiting our use of more efficient vehicles. we need to bring european diesel technology to america. INTERNALIZE the EXTERNALS. its a very simple concept.
