no disrespect, but it does not look like these cops were ARU (armed response units) so they are not allowed to carry tazers only spray and a baton, also there are only a few ARUs in the whole of England (big towns and cities ect...) so they called the riot control squad at the end. and they would have also tried to calm him down as to follow protocol, hence why it took 10 mins, they were waiting for more well equipped cops.

They're just not used by all of the police force, some officers carry MP5 Submachine guns and G36 Rifles however the need to use them is rare therefore using them all the time is a waste of money. They have special firearms response teams for large incidents which involve firearms but their main goal to begin with is to try and talk the suspect out of what they're doing and if they persistently resist, then they take them down by force!
