@lulusinner Constitutional rights might not affect you, but they affect him seeing as he lives in America. Politically correct or not, it doesn't much matter. "Retarded" makes complete sense if you're looking at just the English of the word, the fact that people have given it a negative connotation by using it as an insult doesn't have anything to do with its original denotation.
