As for Chernobyl that happened because they wanted to see if they could restart the cooling pumps before the turbines shut down. To do that they had to disable 5 separate safety devices and they did it during a shift change so no one know what was happening.

On the topic of heat reservoirs: With a 2000 gal ice reservoir you could likely cool your home with only minimal energy usage to move the "cool". from ice to temperate indoors. For dessert cooling, all the heat pumping could be done at night with no energy use for refrigeration in the heat of the day. Probably an insulated cement tank with EtOH/H2O baffles for expansion of ice, in cold climates. Probably 16,000 lbs of ice could do it for summertime cooling. Plus you would have an H2O reserve
The big problem with producing fuel from waste and sunlight is that it cannot be centrally controlled to make rich people fantastially richer. It would be better for the poor people and worse for the rich people in terms of central control. It could be used to clean rivers instead of polluting them. The other problem is it would allow for starving helpless people to grow outward into the desserts or moon or mars. They would have to try to limit their own population growth. We should try it.
Methane is the smokeless fuel and the best for home heating. It can also be used to run a home electric generator, from which the heat could be saved in an insulated water/heat reservoir. The heat can go toward heating after the electric is generated. Waste products are distilled water and CO2 which can be saved and used as well. It would solve an entire set of pollution problems, and could use O2 to produce water. Once employed it would allow for sun capturing jobs and create good living.
Right now, individuals are not involved in creating resources or do not have access to creating anything from "scratch" that is critical to being alive as humans. Folks are not independent as a century ago. With biofuel people would be able to survive if everything else went to heck. Not only could people survive, but they would be able to have an overall improved quality of life based in their own home management. It can be done. i think we would prefer to see the civilization end with war.
