This does not make it "faster" windows has a window show delay because when you go over something there should be a delay in case you wanted to click on something else. I tried it its annoying. Every time i go to click my computer if i go over all programs for a split second i get that covering my screen and if the computer is still in the boot up phase I have to click on the desktop and basically do the same thing but have my mouse go around all programs and its a pain

You make it hard for yourself. You don't have to click on the desktop to get it all to go away. Just click the area between "start" and "all programs" or just move the cursor over one of the programs in the start menu and it'll go away. Or better yet, if you have a windows key on your keyboard, just hit that plus "E" and "my computer" will open.

This actually doesn't speed up your computer. The creators of windows made a delay for menus to open to make windows menus more neat. So, this only applies for the menus, not for programs.

This is NOT dangerous.

There is a software that does that for you and its called "XP Tweaks" or something like that. it's MEANT to speed up ur pc, so it's SAFE!

If you do that the CPU will over heat, espically on a laptop, because if you were to do that, the CPU timer would over heat and caouse the ACPI receivers to reset the computer because 400 is the real timer for the start menu, only do this if your computer has an upgraded processor and enough ram to load.

You have to be very careful when you do this b/c it can upset the balance of cpu. Everything inside the computer is timed so that the cpu doesn't get bombarded w/ multiple applications opening up simultaneously and slow down. Doing this forces your cpu to use more of its time trying to load the start menu quickly while doing other important things rather slowly. Registry is something that you don't wanna play with. Microsoft strongly advises that regular users stay away from doing these changes.

No, actually it IS there so you can change things. Yes, it's still a neccisary feature, and because of that, certain people shouldn't use the registry (ie. those who get bored and want to use it as a playground). But people who can follow step by step instructions are fine to do so as long as they have common sense and understand what they're doing.

Basically, casual PC users-- Just get your tech savy friend to do it. ;)

The golden rule with editing the registry is always make a backup.

If I were you I wouldn't do this - this isn't like changing your wallpaper or something. Editing your registry is a bad thing to do unless you know what your doing and all computer experts would agree with me. After a quick background check on this user - it looks like he doesn't know what he's talking about and probably just took the advice from some forum. Registry scanners may notice the change and remove the file permanently-and if you load up the start menu too soon your computer may crash.
