there is a big difference between the homeless in Japan vs the homeless here. The bums in my hood are addicts and criminals......most of em "bum" by choice.....In Japan they're just people down on their luck, and maintain dignity.

They shit in toilets. That park, and nearly every other park in the country, has a public toilet which is fairly clean.

And a note to the reporter: it's Shinjuku, with a J, not Shinuku. This is a major city in Tokyo. This is an embarrassing mistake.

That is possible, but unlike some other Asian languages, Japanese has a standardized transliteration system. I have never heard this mistake before. I don't think that the reporter has ever actually been to Tokyo.

I wonder if some of those people live in the park by choice rather than being forced by circumstances. Hey, it looks like a good deal. You don't need to work a full time job, can get cheap food, and can build a little house from scrounged materials while ignoring the building code. When you do need a little money, you can do day labor or sell some stuff on the street. Casual.
