The people driving on the shoulder are from Hawaii. They do that alot over there. It actually helps with the traffic. Keeps the fast lanes empty from cars trying to exit.
Also, on i580East, the exit before Park st, Oakland, on the right it has a sign that say ok to drive on shoulder during a specific time.
so next time you see cops coming by while you're driving in the emergency lane, immediately stop, get out the car, lift the lid of the front of the car, and pretend there's something wrong with it. Then, act like you "fixed the problem" and get back in the correct lane.
I cant tell you how annoying it is to be responding to a 911 call and Drivers BLOCK the emergency lane because they think its a driving lane. Ambulances are dealing with life and death so get out of the damn emergency lane if you arent broken down or blocked by a disabled vehicle/debris on the freeway.
This is a huge problem at Page Mill and El Monte on 280 North. Only ignorant think that this is only for revenue generating. Like Stanley said, this is the only path emergency responders have during emergencies.. We, law abiding citizens feel cheated.
As for morning El Monte traffic backup, it is directly related to Foothill College. The crosswalk by football stadium at FH college should be controlled by a Police officer or some type of crosswalk-signals.

There was a women driving in the shoulder and wanted to get back into the lane cuz a couple hundred feet ahead were police but there was women in a jeep that followed her all the way to the police and didn't give her the chance to re-enter the highway. So the women on the shoulder was caught and was given a ticket. It made me smile like this :D

It can get very annoying when people do this, especially when they decide to take up all the spots on an exit ramp and let nobody in (the people who were patiently waiting on the actual road itself).

The shoulder is practically a vacant lane that rarely ever gets used by the emergency services. Drivers should be allowed use it during peak hours. I have used the shoulder where I live because the highway is unable to cope with the volume of cars. Here, drivers regularly drive on the shoulder at rush hour.
Only problem is drivers that don't wish to exit have to drive across the exit lane to continue driving on the shoulder. Merging back into heavy traffic? Another problem - if a lane and shoudler need to go into a single lane (for a traffic signal, or shoulder closure) it triples or even quadruples the traffic because merging back into the real lane slows everyone down. Plus, shoulders aren't designed as lanes - they aren't as wide and usually have debris on them, especially here in San Diego.
This is a Big Problem in San Diego, especially at Interstate 805 at Imperial Avenue, people use the left shoulder after the exit when it's only one lane, they make two lanes so they could turn left on Imperial Avenue, and what also gets on my nerves is that when people exit, they can't seem to stay on the lane, they overlap the shoulder...that REALLY gets on my nerves.

Not using the shoulder would create an even longer backup that WILL create a traffic danger. Reimann4 is right: A TRAFFIC LIGHT IS SORELEY NEEDED at the crossing to Page Mill to solve the issue. CHP enforcement is not the answer here - it only criminalizes helpless commuters.
So it sounds like a design flaw that needs to be addressed by CalTrans....I will see if I can get someone from CalTrans to look at that exit and figure out how to fix it.
@TVman1981 Good luck getting a CalTrans engineer to fix any design flaws with striping or signals. They cannot *all* be incompetent, but too many sure seem to be.
BTW - for many years, the shoulders on the I-5 Santa Ana Freeway south of Los Angeles were allowable traffic lanes during rush hour - until they widened the freeway.

What exit is designed to handle traffic during normal rush hour? A freeway is used to capacity no matter how wide it is during rush hour. The shoulder is for emergencies only, no matter how much traffic there is, period.
The problem with the Page Mill exit is that there's a stop sign a the end, not a stop light. The ramp has 2 left turn lanes at the end, so you see two lanes because two cars can turn left at the same time instead of only one. If they put in a stop light there it would definitely help because you're literally a sitting duck while traffic zips next to you going 70+. I agree it's wrong, but no CHPs are ever there to enforce the law or they don't care.

I hate these type of people. All though I got to see a win for my self.
