Yes, and with and with many videos now being uploaded in high quality you can use watch full screen at pretty decent quality. It is quite nice, I just don't think of it a lot of times...

You need to upload in H.264 or equivalent quality. If the Youtube uploader program recognises that it is high quality it should automatically add the "watch in high quality" option. My brother, who uploads videos regularly, just uses iMovie to convert, but a quick Google search should give you some PC program alternatives...

I think the brilliantness of this video is that at first it looks like it was generated by a computer. But slowly, over time, we realize it is not a computer generating the images.
