Arafat rejected the offer because he would have been forced to give up this dream of taking over Israel and driving the Jews into the sea. Israel was going to withdraw totally from 96% of the West Bank and Gaza. Some parts of Israel proper would have been made part of the Palestinian state to compensate. But Arafat would have had to agree to make real peace with Israel. Arafat couldn't give up the Jihad. Neither can Hamas. The only way to deal with Hamas is to kill them.
