Local bands are a fantastic idea. Big labels tend to not be so flexible. They won't give you the right to use it, or if they do you'll have to pay thousands of dollars for a few minutes.
Local bands are more willing to give permission to get their stuff out there.
to the best of my knowledge, as long as the music your using is correctly referenced, and that you actually brought the music then there shouldn't be any problem. I've had multiple video's in the past that i've used music for that i referenced in the credits at the end. Might be worth looking in to, I'll do some research myself.

I mean for crying out loud, a video of people lip syncing to a song or a little home made video tribute that someone makes to their favorite band, how on earth is that HARMING anything?
