The CIA was solely to blame for the Bay of Pigs disaster. JFK received a series of assurances from it's principal salesmen, CIA Director Dulles & D. Dir. Bissell. Assurances that the invasion would succeed with concurrent uprising by the Cuban people, that U.S. involvement would be invisible to the rest of the world, & that any failure at the beachhead could be followed by brigade members taking refuge in the mountain ranges.
None of these assurances by 'trusted' advisors proved valid.
