According to my friend and fellow Bill Cullen fanatic Matt Ottinger, the most likely show was a radio game called "Catch Me If You Can" on CBS, 1948.

This was originally telecast in the late summer of 1955, at the time the show's sponsor, R.J. Reynolds, switched from promoting their "Cavalier" brand to the bigger-selling "Winston" {and continued doing so until their sponsorship ended in 1961}. Bill Cullen was one of the key members of the panel for over 15 years, and also ran an early morning DJ show called "Pulse" on New York's WRCA-AM {now WFAN}- hence, Jack gives Bill a phone number that was probably a tie-in to a Cullen radio contest.
