dude again, NOT.. best to use a holding tray and placing your plastic six packs or imho use peat pots preferably 4 " for tomatoe seeds. just fill the holding tray with the water.. the peat pots sponge up moistening potting soil . easy no mess for starters. they sell kits under 10 bucks
Umm.... you're better off watering the soil medium BEFORE you put the seeds in, and not after. No offense, but I'd expect an "expert" to tell me to water the medium before placing seeds, not after. You'll save yourself a lot of headache and frustration just by watering the growing medium BEFORE placing seeds, not after. This method prevents the floaties that the man was talking about, which is common with expensive, dry, bagged growing medium chock full of perlite/vermiculite.
If you cant water before you set the seeds then use a mist sprayer - not rocket science

I pre-sprout my seeds in paper towels and a plastic bag. Then after they are sprouted I plant them.

I'm thinking watering before you put seeds in would also prevent any compaction of soil right above the seeds.
