i usually just cut the power and sneak past the guard when he comes out, grab tape and keycard then sneak to get orderly, sedate smith, then keep orderly clothes to kill the 3 guys then sneak back to get my suit, and leave

It can be done faster with all accidents, and using only one sedative on the orderly in white that's sitting (no poisoning the mafia guy either). You don't need to change back into the security outfit once you drug the CIA guy.
