That's just a collection of the popular opinion on the series: that 5 and 6 were "okay" and 7 sucked. 7's music is good, and the game isn't. I got that opinion by playing the game for myself, years ago, not listening to someone on the Internet who is currently at the peak of their 15 minutes

The theme of Sheep Man is something different. If you go to the website (forget what it is) where they have the Japanese stream of Mega Man 10's gameplay, Sheep Man's music can be heard in the background when they get to his stage.

Megaman 7 wily stage 1 is "by far" one of capcoms finest tunes and the best wily stage theme, not just in terms of composition, it perfectly sets the mood for the stage.

and I have to say that this tune from megaman 10 is extremely awesome. makes me want to hear more.
